ODBC over SSL to db2 connection error

Dear experts,
connection to a DB2 via SSL secured ODBC, error:
SQL state 08001, Native error code FFFF8A7F ODBC Error IBM CLI Driver SQL30081N A communication error has been detected. Communication protocol being used "SSL". Communication API being used "SOCKETS". Location where the error was detected: "SOCKETS". Communication function detecting error: "sqlcLoadSSLLibrary". Protocol specific error code(s): "408" "*", "*". SQLSTATE=08001.

Client windows machine
DB2 *.arm server certificates were installed and registered,
catalog command in db2 client done
system dns ODB created using the db node/alias as registered with the catalog command
Connection tested using WinSQL selecting the new crated SSL secured system DNS data source
Any help is VERY appreciated

Actually the root cause was - user did NOT have access to the stash file on the windows file system. After access to the stash file was granted it was working
