Outlook 2011 not using local OAB

I have deleted the local OAB and allowed outlook 2011 to download it. But when I set Outlook to offline mode, I get an error contactign the LDAP server for the contact info.

this mac is running 10.9 mountain lion.

Any idea why it will not use the local OAB?

This issue is for the Mac version of office...2011.

What we see is that is does download the OAB and uses it, but not for all the contact info. When clicking the "organization" tab in the contact it then goes out to the server for data.

How can we pull this data from the OAB?
