problems with enterprise activation

we have a user that recently changed BB device
we ran the enterprise activation and all seemed to work well; user stated that it sat at 98% completion of synchronization for over an hour
he cancelled the sync
phone works but is missing several address book entries, he gets new updates but is missing address book data
we tried to re-run enterprise activation and received an error about address book and address book options not completing properly
need help on getting the phone completely synchronized again
do we need to wipe phone or is there a way to complete without wipe
all help is greatly appreciated
