we have a user that recently changed BB device
we ran the enterprise activation and all seemed to work well; user stated that it sat at 98% completion of synchronization for over an hour
he cancelled the sync
phone works but is missing several address book entries, he gets new updates but is missing address book data
we tried to re-run enterprise activation and received an error about address book and address book options not completing properly
need help on getting the phone completely synchronized again
do we need to wipe phone or is there a way to complete without wipe
all help is greatly appreciated

had this a few times (a while ago), don't re-run the activation, or you will have duplicate calendar and contact entries.

Instead, turn off wireless sync in the contact screen (option menu).  then use the Desktop Manager (if v7.0 OS or less) and dock the handset to the users system and manually run the Contact sync from the D/Manager app to copy what they have in Outlook over to the handset.

Once the contact numbers tally, re-enable wireless contact sync.  If you have OS 10.0, you will need to use the new BB Link application, and I am not sure what the steps would be (we migrated to Android platform earlier this year).
