Streaming

We are trying to build a solution for P2P streaming. That is from end user IP camera to user's mobile devices like surveillance video+audio
Our target mobile platforms are both IOS and Android.

What type of work flow is good fo this.

For HLS we need to stream through web server. We don't want to  use server relay whnever the kinds can communicate with each other. That is, we want to achieve at least 90% P2P streaming using NAT traversal techniques .

What type of workflow will be suitable for the P2P streaming.
