Microsoft 365 Office Small Business Premium Suite

I have Microsoft 365 Office Small Business Premium Suite Subscription which is in my view a very good economic deal over the fixed Office 2013 Professional. However there is some ambiguity in my mind I as a user and as an  administrator I can install Microsoft Office on five PCs . But Microsoft 365 Office Small Business can have 25 users. Suppose I as an administrator install 9 other users besides me can these 9 users theoretically also install Microsoft Office on their 5 PCs as well?

Microsoft has a FAQ for Office 365 licensing: http://office.microsoft.com/en-us/business/microsoft-office-365-for-business-faq-FX103030232.aspx

In that FAQ, it states that Office 365 Small BusinessPremium  can support up to 25 employees, each with up to five devices. It doesn't matter whether they are administrator or regular user--they still get the rights to install on up to five devices.

It is worth noting that each virtual machine counts as a device. So if you are doing software development and have separate virtual machines for Windows 7 and 8, 32-bit and 64-bit, that counts as four of the five allowed devices.
