Window Services on window 7 cause DW arguments problem for PowerBuilder 12.5

Hi ,
   RE:  PowerBuilder 12.5
          Window 7 ( program file x86)
          Problem:  Can not create more than one argument when create new data window objects
   I encounter a problem in PowerBuilder 12.5 that when create a new datawindow object it only allow to create one argument.  it will not allow me to create a second argument and not allow to save it.  
I know some web site said the cause was from Microsoft Service and I need to turn Stop the service in the task bar in order to create arguments for PowerBuilder datawindow correctly.  
I need some expert help me by let me know which services I should Stop?    because I try several related to monitor services but it is still not work?  What / where  I need to check & validate to make this work?  would someone be kind to give me the list of service I should turn off?

We have this situation at our office. What it ended up being is ISXAgent.exe and/or ISXAgent64.exe which is "SSO Agent" for OneSign Single-sign-on.

That service was messing up PowerBuilder (11.5 in our case).

When we want to design a data window we have to go to task manager and kill those two processess and then it works.

WEIRD!!! I KNOW!!!

I don't have SSO agent / service in my system so it must some other ?   I try to play with all services that related but still not work right.

based on your info I was able to get PB 12.5 work correct with multiple arguments for build new dw object.  in my case it was I have to Disabled the ActiveIdentity Service ( Microsoft security login)  in order for PB datawindow arguments to work.  

C:\ProgramData\Microsoft\Windows\Start Menu\Programs\ActivIdentity\SecureLogin
( disabled this )
