Can I block Whatsapp on my router Huawei B683, it's using port 5223.

Add a LAN IP Filter for your modem's IP Range "192.168.1.1-192.168.1.253" blocking 5223 for both TCP/UDP.  If you don't have a static WAN port allocated by your ISP you may need to reset the WAN entry each time that changes.
