What is the best barcode scanner for finding good online prices of store items such as women's apparel?

i always use google, use any barcode scanner with google

We have a Galaxy S4 and an HTC One X phone.

That's funny but you misunderstood the question.

Amazon has an app that is supposed to do both (scan by pic or barcode) and it does neither of them well.

The app you mentioned is perfect for bar codes.  I know need to find one that will find products based on the picture.

usie google image search, all it will do is find other images that look the same so not perfect but pretty good, you just drag and drop the image into the google search box when on images

from your mobile you just click the little camera that is in the search box and it gives you the option to upload an image

make sure you have a good fast connection or you could be waiting a while :)
