Is this error message provided by Citrix? Or is it really a message issued by the application itself or system behind it?

Please check the Web Interface for any events related to this and post here. Also check the events on the Citrix server where an attempt was made to launch this application

RDP to it. As admin run the following..

open command prompt.

"dsmaint recreatelhc"

reboot

then try it.

Each server contains a local DB copy of the the ZDC. Sometimes it gets corrupted.
So this refreshes the local cache.

The problem was from one of our domain controller.  Time difference between DCs caused this.  After resolving time issue, it is now allowing to access application via Citrix Online Plugin.
Thanks for your responses.
