web server error : "Access is denied"

I have an ASP.NET web application running on IIS.
Every morning the web servers displays following message :

"Loading your settings failed. (Access is denied. )"  
        the window title says "Windows Script Host"

With this error on the server web users are not able to logon to the web application.
After we click the OK button,  every thing is fine.  the users are able to access the application.

What is the problem ?
