RunDLL error since upgrading to windows 8.1

Cannot locate the problem with this error popup.  It happens at every restart and periodically throughout the day.

C:\progra~1\common~1\system\sysmenu.dll

Had a similar problem. Unfortunately, the only solution I found was to reset to defaults, and reinstall 8.1. Had to reinstall all my applications, but my data was alright.
