Just wondering if I still need to buy vCenter in order to implement the operations management suite or is it included?

You will need to purchase vCenter Server for vCenter Operations Management, as it interfaces to a vCenter Server.

But it depends which License you order, because Standard Edition is now included with some options.

What Licensing if any do you currently have?
