Windows phone - does internet explorer display in desktop mode by default

I'm developing for Windows phone.

On the store display model the phone displayed pages in desktop mode. Is this default?

I'm working out of twitter bootstrap which has been very forgiving for Android and iPhone.

What would be a good strategy for developing for Windows Phone? I plan to download the emulator.

no that is not the default. default is mobile.
