Inquiry for Office365

My customer have requirements about Email panels Setting in Office 365, they wanted some
(Mail sending permission customization required) Please  help Regrading the issue:

1)      There should be only one recipient while sending mails to domain other than the company, in “To” or in “CC” and in "BCC".
2)      There should be only one or two user who can send mails to other domain with multiples external recipient.
Number of user may be increase or decrease and we can change or modify according to business requirement any time.

Hi techgyan,

It sounds like you want/need to have granular control over your email system.  I would recommend an on-premises solution for this, ie. a mailserver that you control and configure yourself.  Exchange Online / Office 365 doesn't offer you the same level of detailed configuration.

AFAIK there is no way to limit the number of recipients an Office 365 user can send to./
