PGP Error on Startup - No Authentication Screen

I am receiving the following error on a Dell Latitude E6430 laptop:  Internal error accessing disk 0x00000080.  Loading password authentication driver...Some required files are missing or corrupted.  You may be able to continue through the Advanced menu or recovery tool.  Press any key to return.

I tried reseating the hard drive and performing a hard boot in order to attempt to resolve the issue.

This problem probably involves Symantec's PGP.  A solution is offered here.
