okay, just plugged in a new phone and its been seen by the director & network.
So copied a user profile and change number, name etc to match an existing user however, the switch in use for the user is one at a remote site not the local one.

Ideas how to change it?

Edit the user, and about 1/4 of the way down on the General page, you should see "Site" .  Select the site you wish for them to be in .  

Also, do all of your switches have capacity to handle this additional phone?  Click Platform Hardware --> Voice Switches Service Appliances --> Primary and compare the phones in use column to capacity column

found it under ip phones - individual - changed in drop down box.
the system is configured for balanced setup so the phone went to the incorrect switch that only have 10 phones on it.
