Regional format and time zone policy

I would like to set the regional format and time zone through group policy. The setting should be linked to the location of the computer (not the user). Is it possible?

The Computer Settings are configured on Installation of the operating System and can be changed as a local Administrator and even then they are tied to the local admin account.

Edit the User-GPO of your choice and go to:

User configuration -> Preferences -> control Panel Settings -> Regional options
