On Windows server.  Can I mirror the boot drive and if it fails will the backup drive boot?  THis is using the native tools?

If you want a seemless experience you need to use a hardware RAID solution.  However, yes, you can convert the C: drive to a dynamic drive and then mirror it.  If the "main" disk fails, you would then have to select at boot to use the other disk.
