I put  a new hard drive in an HP touchsmart 320 and installed Win 8.1 pro.  Is it possible to get the touch screen working again?

If the hard drive was the only hardware change to the machine, then you need to get the Video and Chipset drivers from HP and add/upgrade them. There may be a special driver for the screen and you will need that.

Chipset is often the forgotten driver when people re-install.
