Remote Desktop for Windows 2008 R2 is not running program as given in Environment

In the RDP-TCP Properties/Environment (see attached) I set the Program path and file name to use when the user logs in. This has been working but now when a user logs in the standard Window screen appears.

Does someone know why this would happen and what to do to fix it.
