Adding announcement in extension

We are using Elastix, and i need to add an announcement at an extension. The extension #400 belongs to the reception. The announcement should be configured at extension 400. How do i do this?
Can i also configure voicemail after the announcement?

Not sure I totally understand what you want here..

But create an Announcement Type in FreePBX and you your audio file.  Then change the inbound route for the numbers you want to get the announcement to the "Announcement" and then have the "Announcement" pass the call to your Receptionsist Extension or Ring group.  Either can then go to a voice mail on No answer / Time out..
