administrative template in GPO

I am trying to block ie 11 installs and trying to do these instructions:

Can someone tell me where to "open administrative templates"? So I can create a template to import. Thanks.

I am using 2003\2008 Windows DC's.

So you will first download that file and then run it.  It will ask you where to place the file.

In my case I placed it in downloads

Now in my GPO, go to Computer Configuration > Administrative Templates
Right click and select Add/Remove Templates (screenshot below)

Next I will go to where I saved the file

You can then go and set the setting
