I'm running windows 7,   And when I power on my PC, I then start Outlook.  But suddenly Linc starts too!

it's not in my STARTUP group
It's not in my registry under HCLM, Software/microsoft/windows/current version/run

How could my Linc be starting at the same time my outlook is starting?

If you mean the "Lync Meeting Scheduling Outlook Addin"  please check the COM Add-Ins settings, try to disable the specific add-in and restart Outlook.
