What matters is how much data is the report fetching to produce that one page output.<br />
Looks like your query is huge.<br />
Take the SQL query from the report and run in Toad or SQL studio and see how long it takes to return data.<br />
On top of that, Cognos needs to do additional formatting, calculations, display etc...

I developed I report in Cognos when I run the report in as HTML or PDF format it takes long time over 5 minutes, and when I run it as Excel it gives error meg ' report does not respond' after 10 minutes waiting. <br />
