Need to build a local ecatalog on either iPad or Window Tablet. We can flip (swipe) through each product. Double click on the product can zoom it with larger size. Any tool or solution on this ?

The scope of your question is huge.

A few searches on the net gives for example

Actually, I want to create a apps to load on Apple store or Google play.

User can download the apps and create to the server to see my catalog. How type of tools and setup should I use to achieve the purpose ? Is there any sample for getting start ?

There are IDEs that may generate cross device apps. Have a look at https://www.google.com/search?q=cross+device+app

Please do some investigation using google first.

App development is a moving target. I personally would make a web app and not have people need to download one of two types of apps
