Hello,

I have extracts of a video in form of a AVI and .wav
The AVI has the video and the .wav has the audio in it.

What is a free but best solution for combining them perfectly into one file?

Thank you

You can use Windows Live Movie Maker.

Basically, import the audio & video files into Movie Maker, make sure to sync them by adjusting the sound track. Check the results before saving as a video file.
