Short answer - No

Slightly longer answer -

The PS3 is region-free for games and BluRay but for DVDs it's region-locked to the locale it was purchased in so if you bought it in North America you can only play Region 1 DVDs in it :(

You can't play region-free (Region 0) DVDs in PAL as the DVD player in the North American PS3 won't correct for the fact that PAL is 25 fps video & USA NTSC is 29.97 fps.
