mod_rewrite: Rewrite all requests including requests containing %2F

I use this mod_rewrite code:
RewriteEngine On
RewriteRule .* application.php

Open in new window

http://example.com/a%2Fb does NOT get rewritten.  What can I do to make EVERYTHING be rewritten including URLS with %2F in them?

You might want to look at the following documentation from Apache

http://httpd.apache.org/docs/2.2/mod/core.html#allowencodedslashes

the allowencodedslashes directive might be off which could be causing your rewrite rule to not match.
