Exchange active sync

I have a 2008R2 server running exchange 2007. Emails sometimes not being delivered to mobile devices. I get repeated Active sync error event 1016, which says the server might be being overloaded. But all the resources are fine and there is room on the HD. The exchange DB is 450GB.

Does anyone have any ideas?
