Can the Surface Tablet run a full version of Outlook?

Client wants his assistant to have the same capabilities on a Tablet as they do on Outlook:

Exchange Connection, versus  Activesync
Ability to be a delegate
Ability to access sub-folders of Contacts

Is this possible on any of the Surface Tablets?

Hi:

surface tables have RT version of office. it has all the basic features of office. if you want the full version you should go with surface Pro tablets. they have full version of widows and office.

Would you know if the RT version of Office has an Outlook which can view subfolders created from the Outlook contacts folder?

This is a help in my finding out an answer.  I will need to test out a Surface tablet to confirm.
