Group Policy isn't really going to be the right option here.
Group Policy operates at a user level when on a machine under your control.
That will not stop anyone from using a non-domain machine from using Outlook Anywhere - group policy isn't going to apply to them.
Your only option is to disable it on all users within Exchange and then just enable it on those that need it. You will need to make the change on all new users as well - it isn't possible to have it disabled by default.
The commands are in the first posting above.
On large sites with many mailboxes and servers I usually have to create a script that runs every day which disables the feature for all users but those who are a member of a group - that way any new users are caught easily.
Simon.
