Disable Ongoing Android Notifications?

I wanted to disable the permanent notification at the top of my notification bar on my Samsung Galaxy Note 3 which was notifying me that my Galaxy Watch was connected with my phone (as it is a constant connection).  I was able to find the app (Galaxy Gear Manager) and disable the notifications.  The moment I did that, the app auto-uninstalled and I had to re-install the manager.  

Is there anyway for any app, to disable the ongoing notifications as I'm thinking it could be an important text, email, or missed call but instead it's just another notification to add to the list that is unnecessary.

maybe NotificationsOff can help you.

It requires root, an it can disable notifications from different apps, do not know if it will work witch connection notifications (I do not use this app, and do not know if it will disable system notifications, if the Galaxy Watch notification is a system one - it could be)
