The only dev tool with drag and drop would be Dreamweaver.  However, if you need that, you should consider just building on a platform like http://www.weebly.com/ or http://www.wix.com/ or http://www.squarespace.com/ where you are just using a cms.  These are much easier to manage than the likes of wordpress/joomla/drupal.

HTML/HTML5 is pretty straight forward.
<!DOCTYPE html>
<html>
<head>
<meta charset="UTF-8">
<title>Title of the document</title>
</head>

<body>
Content of the document......
</body>

</html>

Open in new window

Even if you go with a "drag and drop" take a few days and understand what you are working on http://www.codecademy.com/tracks/web.   A few days now will save you ten fold later.

With HTML everything you open needs to be closed in the same order.  Not following that rule is the biggest reason people have errors and the first thing I check when there are css or javascript problems.

Do take the time to learn to code.  Once you do, the drag and drop will get in the way.
