Language and regional settings configuration at first Windows start

Hi experts,

I have a question. I need to create a universal image of one PC which later could be deployed to different other PCs. I need to sysprep this system and make it hardware independent.
After the restore from this image the system should automatically install the missing drivers and which is most important I need it to give the user an option to select the user interface language and proper regional settings.
As far as I know this is done via an answer file. But I am not sure. Can someone shed me some light on this topic and if possible give an example of such file? I need 4 languages support.
