Cannot open office attachments via OWA from outside

Not sure when this started to occur - but users are telling me they cannot open Excel, Word, PDF attachments from OWA.

My OWA policy does allow Direct File Access not sure what else to address here.

any suggestions would be appreciated.

Exactly what patch level of Exchange are on you on? Exchange 2010 the tags say, but which service pack?
Are these internal or external files? Are they from Office 2010 users?

This issue was undefined mailbox web policy in EMC - All set.
