Exchange 2010 SP2 Archive Mailbox

Is there a way to give a user access to another user's archive mailbox without giving them access to the user's primary mailbox. This can't be done in EMC without giving the user full manage access permissions to the user's primary mailbox, but is there an Exchange shell command that can do this?

I know this is not possible in SP1.  I've not found anything stating this changed in SP2.
