If it is a smart phone, consider using the Skype app.

They offer pay as you rates starting around 1¢ a minute, or monthly rates to the USA from 2.99/month (unlimited).  Signing up for a premium service offers more features and will cost less than a 30 minute phone call at that $2/minute AT&T price.

Skype is not just for PC anymore!

I would recommend it over Wifi, not a normal data plan.  If you will not have WiFi availability and a data plan is a must, then Skype would be out of the question...

In this case, you would be tied down to the AT&T International roaming plans, and like you said, they are not cheap.  I believe a client of mine pays somewhere upwards of $100/month for additional international coverage, but is limited to a certain number of minutes.

There are two other options:

1)  Purchase a local 'throw-away' phone in Bahrain and use an international calling card; or
2)  Purchase a local 'throw-away' phone in Bahrain and use Skype over the local data connection.
