Error dellegating send as permission to group

I'm trying to delegate the send as permission to a distribution group to another user and get the following error


 error

 Active Directory operation failed on SERVER. This error is not retriable. Additional information: Access is denied. Active directory response: 00000005: SecErr: DSID-03152492, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0

 I can go into AD users and computers and Add the users there and it works but cannot make these changes through exchange

That usually means that permission inheritance isn't enabled and the relevant permissions for Exchange are not present. Check through ADUC that permission inheritance is enabled.

It is, on the OU the group, and even the domain level.

Yes apparently these hours were converted from exchange2003 initially

I would recreate the group then. Group issues are rarely worth doing much about.
If you make the old group a member of the new group then you will catch all email sent to the old group by internal clients on cached mode.
