Hi, what version of Outlook are you using? Do you have Exchange server?

If you are on Outlook 2013 and have Exchange, you can go to the Tasks tab, click New Item from the taskbar and do New Task Request. You can add multiple people with the To: field.

SharePoint may be better suited to this as well. But I am not a SharePoint expert so I would have to defer to others if that was of interest.
