php cURL returned character set

when i view a particular web page via a browser, the
one-fourth character shows as ¼  (displays as a fraction character)

when i scrape the same page and display,
it's converted to ¿    which appears in my browser as a black diamond with a white ?

is there an option for cURL not to translate character sets?

Are you displaying the data in the same character set as the original page?

thanks for the trigger to re-look at that (there were two doc-type   tags!)
