I have a PDF File stored in a SQL Server DB as a Blob. What I'm not sure how to do is retrieve that Blob and open it as a PDF file or Word Docx.

If the original file was a PDF, then the variable that holds filestream that reads the blob just need to be saved with the pdf extension no conversion is necessary.  Saving data in a blob saves it byte by byte, it doesn't care what the file type is.  However you'll need to know the file type to recreate it as a file again.
