I have Server 2012 Host that is a DC & I installed Hyper-V and built a Server 2012 VM. I can ping the DC & all firewalls are turned off but I can not get it to join the domain. It does ask for credentials but ends up saying it cant locate the Domain.

First of all AD and HyperV on the same machine is not recommended.

Anyway please check the DNS server address in the machine you want to add to domain.
Try nslookup
then type your domain name and see whether you are getting your DCs listed
