ExchangeOAB does not get created

Howdy,

I am setting up a exchange 2007 with a Server 2003 Dc in a lab.  Installed Exchange on Server 2008 R2 standard.  Both servers are running under Virtualbox.

After the exchange installation I get an error:
Process MSExchangeFDS.exe (PID=1260). Could not find directory \\EXCHANGE2007\ExchangeOAB\58e77cd0-f2bc-48e4-b8de-ffb9de23e9cb. This is normal if the directory has never been generated. Otherwise, make sure this directory and share has read permission for the "Exchange Servers" group.       

which led me to http://www.microsoft.com/technet/support/ee/transform.aspx?ProdName=Exchange&ProdVer=8.0&EvtID=1021&EvtSrc=MSExchangeFDS&LCID=1033

Update-OfflineAddressBook "Default Offline Address List"
throws out:

So... I'm just teachig myself exchange so I'm sure I can't see the forest because all those darn trees are in the way.

I guess I misunderstood how that gets created.  I thought it was part of the installation.  I googled offline address book exchaange 2007 and found the following

It seems to have created the directory but I when I click in the EMC on orgamization config - mailbox I don't see the offline box there. I assume I should?  See attached screenshot.
