I have just installed VMWARE SSO 5.5 on a windows box, what is the URL to access/

You need to access via vCenter Web Client and log in with administrator@vsphere.local and the password you created during the installation of the SSO server

https://webclientservername:9443/vsphere-client
or
try https://winodwsboxname(server you installed the SSO):9443/vsphere-client

it does , if I want to access the SSO from another server what would be the user name ?

I have tried adminstartor and cannot get in
