SSL on Apache Server on MS Web Server 2008 Not Working

We have a fresh install of Apache Server on a Windows 2008 web server. The server is an established server, currently running a FTP server.
We have installed Apache and have gotten normal HTTP services to work. The internal MS firewall has both ports 80, 443 opened for In and Out. The external firewall has ports forwarded 80, 443 to allow external web access. Basic edits have been done to the http.conf file for allowing port 80 traffic to the servers IP of 192.168.0.253 (external IP is different).
The modules for mod_ssl.so and mod_rewrite.so are enabled.
When setting up the SSL we created the .crt, .key, and .pem files. However we can not get the SSL services to work.
Does anyone have a basic templates or suggestions for this?
