I kindly ask for more details:
a. Which software did you use?
b. Was it a one stage process (P2V) or did it involve a 2nd stage (...to VHD)?
c. What's the OS version host Hyper-V?

Repair the VM boot using a Windows DVD/flash install and automatic repair.  Occasionally when I P2V I have issues with boot that are quickly and easily resolved using the repair process (NOT a repair install, but boot to setup, then install of using the install options, use the repair options)

Most probably controller issue might be causing the issue, if possible kindly disable the controller used in the physical machine by exposing the disk and loading the registry to another machine.
I would also like to know are you moving from AMD[physical machine] to Intel[Hyper-V hosted machine] processor base. If yes then you may need to enter intel registry  key and its driver.

Are you facing this issue even on re-imaging as well.
