Is there a free tool out there that can scan to check for all PC's version of IE and Operating System?

You can use Powershell to easily get the OS information. Use the following command below...

import-module activedirectory
Get-ADComputer -filter * -properties * | select DNSHostName, OperatingSystem, OperatingSystemServicePack
