I've been tasked with recreating an Oracle Database in SharePoint or migrating an Oracle Database to SharePoint. Am unclear on how to go about either. Any guidance with steps to carry this out would be greatly appreciated.

That's a pretty broad requirement.  Will you be replacing an application that maintains the data also?  Are you sure you want to downgrade from a real relational database to simple lists with no referential integrity and which are limited to relatively small (under 10,000 rows) of data?

Migrating to SharePoint isn't a requirement, it is an end-result which may or may not even be desirable depending on what you actually need to do.  Please tell us what the objective is and tell us more about the application you are replacing.  Also, what version of SharePoint are you using?  If you say 2013, that would be excellent since you'll have better options than SharePoint Lists.
