is it possible to disable all autoforwards

from what I can see autoforwarding can be set at the account level (for all email), and at mailbox level (based on user defined rules). If you determine as an organisation that autoforwarding should be prohibited, can you set this anywhere, and can you see if it has been set?

Mailbox level is easy - just disable the option in the org config. Exact location depends on the version of Exchange.
Forwards set by using a contact is not going to be possible to block easily - a transport rule may be possible.
