CUCM 9.1 RTMT call termination code

I am currently having trouble letting callers go out internationally.  It has been working in the past and not sure what has changed. No matter what country is called we get a fast busy signal after the numbers are dialed. It lets us dial all the number with no error. I checked and i cant find anything wrong with our dial peer or call manager.  I am using RTMT and its giving me a code of 27 destination out of order.  We are using cucm 9.1.  I hope this is enough info and i thank you for any help.

That termination code sounds like CM is trying to communicate with the gateway but fails. Log into the gateway and collect the output after running these debugs:

debug ccapi inout
debug isdn q931
debug ccsip messages
debug h225 asn1
debug h245 asn1
term mon

Be careful not to crash the gateway if you have many many calls.
